Dell Inspiron 1505, won't start

Trying to fix my friend's laptop and here's the deal.

The powerlight will come on for ~4 seconds then shuts off after pressing the power button, and the charge light will stay on as long as it's plugged in.
It's a Dell Inspiron 1505. My friend was using it one day a few weeks ago, went to the bathroom, when she came back the clocks in the house were blinking, tv off, etc, and the laptop was off as well. It was plugged into the charger at the time.

Any ideas on if the mobo is fried or it's a problem with the BIOS chip? Really don't wanna have to spend money on a new mobo if possible, might as well get a new laptop at the prices they want
