Hello selva,

That's an issue you need to take up with your ISP.
Speeds vary, all the time.

You said:

This can be due to the server load, on the server that your downloading from.
Regards.

I absolutely don't understand. I've never seen advertised speed as a range. You have to explain better.

OK, so your ISP advertises max download speed as 2 Mbps, correct?
What are your numbers from here: http://www.speedtest.net/

One thing to try is power cycling the modem. Sometimes it can get confused. Also, if you have a router, reset that and/or directly connect to the modem.

If that does not work, then you need to contact your ISP as suggested.

ISP's have recently started to do theese kind of advertisment under the name: SecureLimits (Translated from Swedish.).

Swedish ISP's have started to do this, espacially the bigger ones like ComHem, Telia (somewhat govermental.) and the Broadbandcomapany (Translated form sweidsh; Bredbandsbolaget.).

Regards Sam Rabiee. <3!

Test the speed again, couple of times. Maybe, it was something about your ISP....
