windows installer in safe mode?

I have PDF Converter 5, installed without any problem; but cannot open. Says error in finding a missing file.
I thought to try installing the program in safe mode (XP PRO); but safe mode says it cannot find windows isntaller.
Any suggesitons>\?

windows installer does not work in safe mode... uninstall PDF Converter 5 and reinstall it
