Vista Print Spooler - Permanently Off

The print spooler on this Vista machine is off. It has lost all its printers. When I try to add a printer it tells me to restart the spooler. I restart the spooler but nothing happens. It doesn't restart.

I have solved the problem in the past by going back to a checkpoint when the spooler was working. But now for the third time it has lost the spooler. I tried reloading VISTA but the spooler was not recreated.

Any ideas? My primary printer on this machine is an HP LaserJet 1020.
