Unable to attach one email to another email

I have a user, where I work, that can't attach one email to another email in Outlook 2003. This works fine on my computer but, this user always gets the following error message: A required action was not successful due to to an unspecified error. I have uninstalled and reinstalled the entire Office suite, deleted the ost file, and deleted all files in the olk folder.

Does anyone know how to fix this problem, without reimaging the computer?
