My random thought(not to be a smart-aleck but):I have saw this type of thread in so many forums, so I thought it should start here as well.

No, he means:
"I am taking a college English class this quarter. I do not like college English class, however, it does teach me well".
*sari notes that sentences should always end in some form of punctuation, and since the above sentence is a statement, a period will work well for that purpose.

Should punctuation be inside or outside quotation marks?
Punctuation is inside for MLA and APA. In APA, if the punctuation is not part of the content, then punctuation goes on the outside of quotation marks.

...and speaking of punctuation, wouldn't a semicolon be better than a comma after the word 'class' in the second sentence?...i. e.:
"I do not like college English class; however, it does teach me well."...
