I have thought of two more things they could have messed with.

You can't access safe sites with any browsers, right?

Can you click Start > Run > services.msc > OK

In the services Windows find HTTP SSL and see if it is enables (Manual or Automatic)

And click Start > Run > regedit /e C:\prefix.txt "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\URL" >OK

That will create the file C:\prefix.txt
Post the content of that file please.

HTTP SSL is set to automatic.
C:\prefix.txt :

The problem must be something simple that is just buried. Waiting for further instructions.

Both as they should be.
I suppose that doesn't leave us with much more choice then to try and repair IE.
