sporadic scrolling

Dear sirs,

When i finish scrolling using the scroll bar in internet explorer and move the cursor to the screen, then the screen scrolls up and down quickly and uncontrollably as i move the cursor around on the screen. I am using the keypad. This is so annoying. Please advise how to disable this automatic scrolling.
