Windows-No Disk Error Message

I have read many forums about this topic ,but none seem to have the same exact problem. I keep getting this pop-up stating as follows, " Exception Processing Message c0000013 Parameters 75b6bf7c 4 75b6bf7c 756bbf7c." When the pop-up appears, I have three options. I can either cancel, try again or continue. Everytime I click on an option, my computer restarts on its own. I was able to boot up normally at first, but nothing would ever pop-up after I clicked on it. I now have to run in safe mode to be able to be on the computer. I have ran many scans, and cleaned everything they have found. I try other scans, but it states the administrator block access to install programs. I have tried to restore my computer to an earlier date, but it would not allow me to do that either. How can I fix this problem? What is exactly wrong? Thank you for your time and help.

Well the problem has worsened since my last visit. The computer will not even let me log on now. When I boot up, I get the Compaq screen with all the function keys. Then it will pop-up saying txtsetup.sif is corrupt or missing, status 14. Does any one have any suggestions?
