start bar freezing

Hi am in a bit of bind, The start bar freezing, multiple windows open upon exiting IE
Frequently my start bar with freeze with the hour glass icon.....able to navigate IE and desktop.....When clicking on start I get an error message stating Windows explorer has stopped working and give me options to wait restart etc. Usually resolves with a restart but reoccurs frequently. On occassion I also have an issue when exiting IE the window closes and the multiple windows start opening.....
I have run antivirus but it comes up neg...
Any suggestions?
I am running vista home prem service pack 1
