Illegal Operation Error Message

When I try to turn on computer the following error message comes up in an Explorer window: "This program has performed an illegal operation and will shut down. Please contact your vendor ..." I have tried starting windows in safe mode, but the same message comes up. I have Windows 98.

Try starting your computer from a Windows 98 SE boot disk. At the command prompt, type scanreg /restore. Select a date prior to when the problem began. <_<
