Parsing error in file for Photosmart c7250 printer

Problem: My "HP Solution Center" kept giving me a "Parsing error in file C:\Programs Files\HP\DigitalImaging\bin\hpqscloc\1033.xml. When I followed the path, 1033.xml is not in the folder. Have a hp pavilion zv5000 laptop. Printer: hp photosmart c7250 all-in-one. OS Windows XP home. I have tried uninstalling all the printer software with the original installation disk and the control panel. Neither will uninstall the "Solution Center or the Digital Imaging". They are still in the control panel. How can I completely get rid of the program before I reinstall a fresh copy? (I've already tried reinstalling over what was left, but I still get the error)
