Deleted System.ini and can't turn on computer

Did a Norton Anti-virus scan and deleted a bunch of quarantined files. Accidently deleted System.ini file. Now on boot up I get the black screen error saying basically 'Invalid System Disk. Replace disk...' I hit F2 and changed the drive that is booted from. Tried running the Gateway System Restoration Kit CD that has the OS files on it. Tried running a Bootme.exe file from the floppy drive, no luck.

At this point I don't care if I have to reformat the hard drive, but can't even do that since I get to the C: prompt thanks to WinME and get to a Windows environment.
