Can digital pictures screw up speed?

I have a old HP (1999) with Windows 98. We only use it for email (AOL) and word processing. After downloading my digital pictures all got very slow and sometimes locks up and have to cut power to it. The AOL screen sometimes just seems to slowly dissolve ???
Can this be related to the =download?
The hard drive shows only about 1/2 full.
Should (and how?) I get rid of EVERYTHING except AOL, Excell, and word perfect?
