System Security Version 4.51

Hi, I'm new and I have a major problem. System Security version 4.15 hit me yesterday and started downloading and i cannot get it off.

I won't let me open any files, programs. I have internet access, but I've downloaded so many removal tools, talked to Microsoft, Stopzilla techs (Stopzilla has ssv 4.51 in it's library). I've gone through safe mode with networking, safe mode. I can download things, but when I click "run", it goes into thin air.Then, getting a "warning" from ssv 4.51 that the "application cannot be executed because "" is infected".

I'm on Windows XP, I have webroot and have done sweeps catching a rogue product and mbal. Both, I quarantined. I can't scan with Norton. I even tried HJackthis. Nothing.

Can I system restore? What's next?

I work off of my computer, so it's important to get it fixed.
