computer cuts out and won't boot in safe mode

I have a mini emachine and it was working fine until the other night when it went black a few times and then finally cut out. When it starts each screen flashes real fast then disappears and it won't start. Figured it was the monitor so went out and bought a new one. When this one starts it says dvi:no signal, goes to the boot windows normally screen so i try to boot it normally and it goes to the windows screen cuts out and restarts itself and does the whole thing over and over again until it refuses to come on at all. It does the same thing if I try to boot in safe mode. No idea what else to try. Help, please?
