What is this form that your speaking of? If your referring to a VBScript, theres no form per say. It runs and ends after it runs whatever it is. Disabling the taskbar is another feature of Group Policy that can be implemented.

i ment visual basic. Is there a way to have a form, hide the task bar even if the windows key is pressed?

The only way that I know of is through Group Policy.
