...when I shut down my laptop, a window comes up saying 'Ending Program CiceroUIWndFrame' with a progress bar. It eventually goes away and the laptop finishes shutting down. What is this program? My first guess is that it might be a component of Firefox; that wasn't appearing until I installed it.

...I've posted this under the XP category since that's the OS I'm using. If it belongs in a different category, by all means, put it there...

After a little looking this seems to be related to Office XP speech/handwriting recognition.

If you are not using this program then it can be safely removed.

Go to:

Control panel and then to Add/Remove Progams
Add/Remove Features Office Shared Features then to Alternative User Input
Make Speech and Handwriting unavailable.
Click Apply or OK
You may be prompted to reboot.
Let us know if it works for you

...'Add/Remove Features Office Shared Features then to Alternative User Input'...

...nothing about 'Add/Remove Features' or 'Office Shared Features' comes up under Add/Remove Programs. I've got Office 2003 Professional installed. I have never used any speech or handwriting recognition functions, or even turned them on, on that computer...

Not sure, but it might be a malicious software (judging from the name). Download File Monitor (it's free), and see if this CiceroUlWndFrame shows any activity.
If you don't use any recognition programs or such, stuff like these always rise up the possibility of harmful software.
