Dell Laptop Vista images pixelated

Hey guys, hoping you can help..

Dell Inspiron 1525
Vista Service Pack 1

Starting yesterday my background and any image files look like they have a bunch of vertical lines through them. Almost looks pixelated (if that is even a word), grainy even. Desktop shortcuts, toolbar, gadgets all look crystal clear it is only images that look this way.

Safe mode they still look like this

I uninstalled, downloaded, reinstalled graphic drivers

ran malewarebytes and spybot search and destroy all of them came clean

Antivirus is trendmicro and is uptodate.

Resolution 1280 x 800

Colors Highest 32-bit

Any ideas?

no warranty, i was considering that but why would the graphics on everything else look just fine? internet browsing (other then images on web pages) are crystal clear..

I'm not sure, but, if Safe Mode looks the same, it looks like video chip issue.
How is BIOS screen?
