I tried that and that did not work. These two files HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers
were not in the registry to delete.
I also tried the repair feature with the CD, but that also did not work.

Was it sfc /scannow you used
There were only two listings for 0x80070002 so maybe Microsoft will tell you the cause.
As it started in safe mode, could you try last known good configuration or system restore

Still no good. I can start in safe mode, but there is no last good config 'cause I'm upgrading. HELP!!!!!!

Hi bidsdaddy3,
I had the problem once before, and i had to reinstall everything from scratch.
I found out that when you upgrade from 98 to XP, he misses, corrupts and forgets to do things like replace files, adding files.
Basicaly its like having a very old car from 20 years back and trying to put a V12 engine turbo. It wont work.
So im sorry to say that i would suggest reinstalling from scratch.
Hey if you find another solution please tell me that way next time i wont have to backup everything than installing from scratch.

Here is a method that fixes the 0x80070002 error while updating Windows while you have access to the command prompt.
