How to burn DVD out of a set of VOB files

I have a set of files copied to a hdd from a video DVD. Is there a way to burn DVD player compatible DVD using this set of files?

Some programs will allow you to do it.
ConvertXToDVD does it. It's not free though.
I don't remember, if DVDFlick will. You can check.

I created a folder as "VIDEO_TS", put VOB/INO/BUP files in it and burnet it as DATA on a DVD using ROXIO Easy CD & DVD Burning. The resultant DVD could be played by a DVD player.
