Windows will not finish starting

I am running Windows XP and when I try to boot my computer it goes through the bios and windows tries to start. however it does not complete and the computer goes back to the bios and tries to boot again. This started after a strange noise inside the CPU i shut it down and now it will not boot in amy mode/ safe or not
