I have no idea which forum to post this in.
My original problem began here.

To sum it up, I had some malware causing the puter to lock up certain websites. Problem seemed solved. JSntgRvr did well.
The next morning, after turning the puter on, I had strange lines appearing over and around my desktop icons. Pictures attached.

Doesn't have those in safe mode.
Clips saved on my puter or dvd's have "square dot" arrays in both Real Player, Windows Media and Power DVD.
All web pages look fine. Videos on internet look ok.
It seems to be only objects that I would term Windows objects that are screwed up... ie icons, toolbar buttons.
Running Chkdsk was unreadable with square dots all over the screen.
Saved pics on my puter display fine.
Already reloaded drivers from Dell.
I found that if I change my hardware acceleration to less than full, the lines around the cursor and the problems viewing My Documents go away. If I reduce the acceleration more, the dots on my saved video go away. No idea what that tells me. Not a guru.
Any ideas?

since video hardware acceleration seems to be causing the issue and you have tried different drivers for your video card...just turn off the acceleration completely..does everything work properly then...
if so just leave it off ....
If changing the video hardware acceleration solves the problem, it's a signal that your computer's video driver isn't quite perfect...

Happyrock,
If I turn the acceleration down about halfway, everything seems fine except the desktop icons. After I reboot, the desktop icons look normal.
I know nothing about drivers. What should I do specifically?

I got a blue screen when I turned it all the way down...

Your drivers are WAY out of date. Thats most likely your problem. According to ATI's site, the latest drivers for the Radeon 9800 are version 9.3.1 dated 7/6/2009. Link here

hmmmm....
Got a blue screen after installing and rebooting.
In the process, saw something about not compatible... maybe my monitor (Acer P201W).
After turning puter back on, all I had was a black screen with a mouse pointer.
I am in safe mode now.

Well, after a few hours of messing with stuff, I finally got the monitor on in normal mode.
Couldn't roll back my driver... needed an API disk it said.
Uninstalled some software that came with the monitor.
Can't remember what else I did.
The great news is all the lines are gone... except for around the cursor and Windows startup screen. So odd.
And moving the cursor to a different section of the page I am on right now will change what is next to the cursor. What is around the cursor changes when the cursor itself changes from a pointer to a finger to whatever. Sometimes dots, sometimes a bold "i". It won't show up in a screen shot.
Changing the hardware acceleration down one notch eliminates the problem with the cursor.
Windows startup screen just has lines of small squares all over.

Try a spare monitor. Although I dont think that will fix it, it could. Im leaning towards a new video card.

if you don't have the same problem when running in safe mode then it is a driver issue...
