System Security Removal

I got this System Security malware just today and I can't for the life of me, get rid of it .

It won't let me open ANY executable files .
I can't Run anything, open up Internet explorers, my own Anti Spyware program, or even task manager .
(I'm on my other computer)

I was hoping that maybe you guys can help me out, step by step, due to the fact that I'm not such a computer whiz .
I thank you for your time, and hope to get rid of this nuisance soon .
