No matter how many times I think I've downloaded it, inevitably a message saying something like "Shockwave plug-in not working" or it may say nothing, but any video or stream I get starts, stops, is slow, delayed and I'm sure it's because of the lack of this program.
I have a Toshiba Notebook Satellite A105 PC and am connected to the Internet via a 2-5mb stream(it varies) of ADSL in this country(Thailand, where I have no other choices).

have you tried going into add/remove programs and removing any version of flash player that's there...then going to www.adobe.com and re-downloading flash player?
