Help... Strange Error Message

Help please. My computer keeps losing more and more abilities. About the only thing I can still do is access the internet. I tried to run Malwarebytes, Hijackthis, Combofix, and all of my other anti-virus programs and nothing seems to respond. When I click on a program or desktop shortcut, I keep getting a message that says:

This folder does not have a program associated with this action. Create an association in the folder options Control Panel.

Also, I have been getting redirected on the internet to google and other sites that don't pertain to the subject I am inquiring about when I click a link.

Any help would be appreciated, Thanks in advance.
