HELP! My Programs will not run :( HELP! Norton 360 Vista Migra

Hi i have a Windows Vista, and i had a graphis card problem which kept crashing my computer so i had to switch it off using the main plug. Then Afterwards after i turned it back on and then none of my programs would not load up. It was basically like this .All my Programs did not open. This one in particular is SPAM after i close it, it will keep popping up. Then i noticed my windows defender had a exclamation mark. I went to update it but it said

Error Found : Code 0x80072f8f

I cant update for definitions or against malicious software

can some1 help me please

When i loaded up This shows up first. Norton 360 Vista Migration Tool has stopped working. can u telle me what this is?
