Programes won't run/Norton Internet Security

I downloaded Norton Internet Security a couple of weeks ago for a friend. He has Windows Millenium edition. Something happened to interrupt the download - either my friend switched it off or the connection timed out and now none of the programs will run on the computer. It will boot up but you can't even open the control panel.

The Run command still appears to be working.

Does anyone know if this is common or what can be done to rectify it?

Please help.
