Debugger detected 97 virus

Hi and thank you in advance for your help. I have somehow gotten a virus where i cannot open and programs unless i run as an administrator. When i turn on the computer i get around 27 of the debugger detected 97 errors. Windows security center wont work and it says that it cannot be started. i downloaded a kaspersky anti-virus and tried running that but it won't fix it either. What can i do? thank you
