Without knowing the type and manufacturer of the bios, we are going to have to do this the generic way.

In the location you found the boot sequence, you need to make some changes.
Usually the "arrow" keys will work you through the screens. You need to get to where the 1st boot device is highlited.
Usually there will be an area that tells you how to maneauver through the screens.
You need to make the 1st boot device either a CD or a hard drive.
If you make the 1st one a CD, then you need to make the 2nd the hard drive.

At present you have no boot devices. It is looking to boot from the floppy. If you do not have a floppy, do not enable it.

Be sure that you save and exit (Usually F10)

NOTE: Rshaffer61 says 1st boot as hard drive and 2nd as CD. It does not matter, as long as you have a hard drive in the boot start up.

The PM-LITE-ON Combo LTC-4 is a CD combination drive.

Do you have a floppy?
If your only boot choices are "1st boot" and "2nd boot", you need to get 1 of them to show a hard drive.

Here's a thought.....
I wonder if the drive is not being seen by the bios.
Some place in the bios is a spot where you will see the devices (CD and hard drive) that the bios finds.
It will show what device is on what channel. IE: primary master/ secondary master/ primary slave/ secondary slave.
Can you find that spot?
We need to see if the drive is recognised.

So far you haven't show a hard drive.
Look under the main tab in the bios for the info on the devices that are connected.
I am suspecting that that the bios is not seeing the hard drive.

What is the make and model of the computer? HP, gateway, Dell, home made, etc.
If Dell, can you get the service tag? If desktop its usually on the back.

What is the main board manufacturer? You will probably have to open the case to look at the board.
Did a manual come with the board? If so, it would show the bios screens.

Did you look under the main tab in bios for what devices it recognises?

Primary IDe is usually where the main hard drive and secondary HD hook to
Secondary is normally where cdrom and\or dvd drive goes to.

Go HERE and scroll down to page 9
This is the layout of your board.
Now what we need to know is there is a ribbon going from the IDE controller marked as P to your main hd?
If so is that HD at the very end of the IDE ribbon?
What else is on that ribbon with it?

Rshaffer61. My gut tells me that the bios is not recognizing the hard drive or seanachain is not selecting correctly in the bios for the boot order.

seanachain... Also take a look at page 51 and 52 where it shows the ide controllers/ device page.

In the bios...
Go to the advanced tab and you should see "ide configuration sub menu"
Within that menu will be a submenu for "primary ide master", "primary ide slave", "secondary ide master", and "secondary ide slave".
I need you to select (as per the description) each one. If there is a hard drive connected and seen by the bios, it will report what the drive is.

primary master----->
primary slave------>
secondary master--->
secondary slave---->
