If not you will have to put it on a cdrom and change your bott sequence to make the cdrom the first boot device.
Another option is to take the hd out and put it in a working system and then see if it can be partitioned and formatted.

Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), and make the CD bootable.
NOTE. If your hard drive is made by Toshiba, unfortunately, you're out of luck, because Toshiba doesn't provide any diagnostic tool.

The HD diagnostic program should load from the cdrom drive when you are booting. If it doesn't then the cdrom is not set to be the first boot device.
Did you burn the file as a ISO image to the cdr using the imageburn program?

That is set in the bios so there is no hard ware to be moved around.

This statement "did reboot program finds no devices primary or secondary" means that you actually got the maxtor diagnostics to run, but it found no drives?
I kind of suspected that being the way the bios was acting, and seanachain never could get it to state a hard drive in the boot sequence..
I know this (as you said) was the 1st time in the case, BUT can you re-check that the hard drive actually has the ribbon cable plugged in to it (reseat it) and that the power cable is also plugged in to it.
I am starting to get a bad feeling that the hard drive is major bad.

Even if there were no partition setup the drive should still be identified
It was at one point but since nothing can identify it other then the bios I would say it is dead.

We don't give up real easy here.
We try to cover all of our bases.
As for the drive, it seems to only be seen in the bios. There are ways that we can look at the drive in hopes of getting the data off.
We can slave it to another desktop.
We can put it in an enclosure. or
We can look at it with a linux based disk that runs from the CD.
Of course, there is no way we can be sure these will work since the disk can't even be seen by its own diognostic program.
