Computer Infected, no programs work

My computer has been infected by malware/trojans. I cannot run windows explore so can't use a usb disk with anti-malware program to clean it. Can't access Internet with computer either. I had backed things up to an external harddrive but am worried that is infected too. I am using a separate laptop now. Do I need to format my desktop computer's hard drive to get rid of problem? Then, how do I get files back from infected external hard drive? Thanks for your help.

I should add that windows police pro malware pops up when I turn on the computer.
