USB devices cannot be detected in WinXP

Every external device (flash drive, ext hard drive, webcam, etc.), I plug in to either USB (2) ports will not recognize in WinXP. Not even in Device Manager. Need some assistance if anyone is familiar with this issue. The laptop is a DELL Inspiron 5100. Thanks!
