As stated on Page 1-2 of the manual: "up to SATA 150Mb/s data transfer rate". Therefore it is SATA I capable.
The majority of hard drives can be adapted down to SATA I from SATA II either by means of a jumper on the drive or by downloading a utility from the website of the drive manufacturer. In some cases the board will probably talk to it regardless of the setting.
