If I change any system settings;

such as Microsoft Internet Explorer Privacy bar for Cookie
preference,

or Microsoft Internet Explorer Internet Option advanced settings,

or System Configuration startup items (check or uncheck),

or any of many more possibilites;


when I start or restart my system, the settings revert back to where
they were before I made the changes.

If I make the changes in Safe Mode and restart in safe mode, the changes are still in effect, until I restart in Normal mode, then again they are not.

I tried setting up an additional user, but that did not correct the problem.

Any suggestions would be appreciated. Thanks

Windows 98 has a function included that scans the registry on startup and looks for issues and if it finds any it will load an older saved version. I always found this problematic for the very reason you describe. You can disable this function by running Msconfig (go to Start, click run, and type in msconfig and click Ok) and clear the checkmark from ScanRegistry. Hopefully it will stay unchecked. Note that this will disable registry checking on start up.

Further information on Scanreg can be found in the Microsoft kb Description of the Windows Registry Checker Tool (Scanreg.exe).

You may be able to correct this behaviour by running scanregw (go to Start, click run, and type in scanregw /scanonly and click Ok. If there are indeed errors within the registry a message will be displayed. You can then run scanreg /fix to correct these errors and optimize the registry by removing unused space. This must be done from a command prompt. To get to that, as the computer is booting press and hold your "F8 key" on the top of your keyboard or press and hold the left or right Ctrl key as the computer is booting. If done properly you should get into the "Windows 98 Startup Menu" . When you get to the command prompt type in scanreg /fix and press enter. Reboot when scanreg is finished by pressing Ctrl + Alt + Del. You can also run scanreg /fix just to optimize your registry if you want.

With some computers if you press and hold a key as the computer is booting you will get a stuck key message. If this occurs, instead of pressing and holding the "F8 key", tap the "F8 key" continuously until you get the startup menu.
