internet excessively changing speeds

hey, i recently built a new gaming computer, first desktop i ever had, and man, i must say it is extremely smooth,
EXCEPT FOR ONE MAJOR FLAW!
internet speed shifts from 18mBps, to like 24, then 38, then 48, and then 58, back down to 38...
this happens sometimes, (like 50 times in 1 hr) and really gets to me, because when im playing an online shooter, my ping goes EXTREMELY high (from 11 to 1204....)
and lasts for a splict second, and then goes back down, but in that time, i lagg and opponents appear infront of me... really ticks me off.
is there anyway to stabalize my network?
p.s. my laptops never go crazy like that :S

my internet has gotten worst... can any1 help me!?
my laptops are stabilized on 56, but i keep jumping
