Can you boot in Safe Mode?
Try pressing CTRL+ALT+Delete to bring up Task Manager. Then run the program: explorer.exe

restore recovery

Do you mean system restore?
What happened before this problem started occurring? Anything installed or uninstalled?

Try running: msconfig
If it comes up, then click on Launch System Restore and follow the instructions to restore your computer to a date before this problem cropped up.

Do you have a reinstallation disc or a Windows install CD?
What is the make (Dell, HP, etc.) of your computer?

Do you mind having to reinstall all your programs if we do a clean installation?
Before that can you describe this further:

will not let me do anything in safemode as well

Does that mean that it will boot to your wallpaper and not go any further?

Try some of the rescue discs here: http://www.techmixer...-download-list/
You can boot from them so there is no need to go into Windows. Run a full system virus scan since this problem sometimes has to do with infections.
