I could ping names...
I couldn't get any browser to take an address...
ran anti-malware and virus control and looked at startups with hijackthis...
found little bad stuff...
loooked in logs and see privoxy failing to start as a service...

turns out it was a malformed privoxy config... reinstalled privoxy and entered the proxys in ie and firefox
