Win ME won't restart

I keep getting this message when I try to restart...

An error has occured
To continue

Press enter to return to Windows or
Ctrl Alt Del to Restart (you will lose unsaved data...)

So I hit any key and I get a black screen with a cursor- system is still audibly running but nothing restarts. I manually shut down and when I turn pc back on- it is like a clean boot. I had tried running Avg, Spybot and AdAware but had items that needed to be removed after start up which I have tried but those programs just run from the beginning again so its a never ending circle. Also I cannot change the display settings for the same reason.

This pc is not connected to the Internet and I installed the needed programs (spybot, avg) from my jump drive. Any help would be great!! Thanks!
