When I turn on my Dell with winXP, before my desktop loads the window pops up saying "windows cannot find 'cmd.exe' pop up is blocking my start up. When I hit it the main window comes up empty ( windows system 32 / command.com ) then the "cannot find cmd.exe..." with a nasty "bing tone" there is no bar or icons on the screen and the tool bar on the bottom desktop is not there, yet my screen savor is there.
