If you are using Windows Firewall, you can click on 'allow a program through windows firewall' in the menu.
If you are using a 3d party firewall, you should be able to allow a program through the firewall.
Check 'options' or 'firewall rules' somewhere in your 3d party software menu, or check the FAQ of their site.

Have you tried the following ?:
go to cstrike directory.
go to platform
then go to config
then delete "master game servers"
If that is of no luck, you may try to do the following steps:
1. go to this site http://css.setti.inf...e/masterserver/
2. save that file "MasterServers.vdf" where you want
3. after you saved it, copy and paste to this directory "Counter Strike 1.6/cstrike/platform/config"
4. Try it again.
Here's also a solution I found on the internet that may work ... :
go to a friend of yours who has all the servers listed ask him to mail u his full files
X:\Programfiles\Counter Strike .6\platform\config\ServerBrowser.vdf and master server.vdf too
it worked 4 me
