No Defrag after removing Service pack 3

My buddy called me today and said that after removing service pack 3 from his PC not he can't defrag and gets the message "MMC cannot open file". Any idea how to fix this? He removed service pack 3 after noticing some problems with his PC after DL it. When he has service pack 2 his computer ran fine so I suggested that he remove 3 and go back to 2.

try the following:
1. Click Start, click Run, type CMD in the Open box, and then click OK.
2. Type the following commands at the command prompt (one at a time), where C:\Windows is the folder that Windows is installed in, and then press ENTER:
regsvr32 C:\Windows\system32\msxml.dll
regsvr32 C:\Windows\system32\msxml2.dll
regsvr32 C:\Windows\system32\msxml3.dll
