Slow Refresh Rate for Emprex Monitor

Hello,
I have a problem with the refresh rate on my monitor. It is very slow, and there are 'waves' over the screen when I scroll down and it flickers when the screen is stationary. The monitor in question is an:

Emprex 17" LCD monitor
Model Number: LM1704
Windows XP.

Based on the search I did of this forum before posting I think it may be a graphics/video card problem. I tried to see what video card I have by looking at the properties, but all it says in the space where the name of the video card should be is [Default]. Also, the PC has recently been wiped and had windows reinstalled and I believe it was fine before that.

Does this mean that I don't have a video card, or it is not correctly installed?
When trying to manually change the refresh rate settings the drop down menu does not give you an option to make it faster, it simply says 'Default Hardware Settings'.

I would really appreciate any advice, and if it sounds like I need a new video card could someone please recommend one? I'm not a gamer i only use my PC for word processing/browsing the internet so I only want something basic.
