My Lcd monitor has become jerky, does this mean it is going out ? Its seems to have very thin black lines that reach across the screen that blink very fast when I am on a white page. Just looking at the desktop it is jerky and I believe the word I want to use is flicker.

It could be the monitor, maybe not. The first thing to do is swap monitors with another computer. If the problem follows your monitor to the 2nd computer, you know it's your monitor. If the 2nd monitor does it on your computer too, you know the problem is in your computer.
