p2p connections

I have a new computer. running dsl internet. norton internet security is the anitvirus.No p2p programs can connect no matter what i do. i even tried shutting down all firewalls(windows and norton) to no avail. i tried opening ports to the gnutella netwrk like for limwire no avail. i am now begining to think it could be my router but the firewall from my router is also disabled.
(i know it sounds like i am opening myself to ramapge attacks been lucky thus far). i would really like to get these programs running help please!
