Outlook Free Busy Error

My office has a shared calendar and when everyone tries to access it we get a free busy error and says "check with your system administrator because you do not have permissions to access this. I even get that message and I am the owner of the calendar. However, its not always that way because some times it works for about 2-3 hours and then they go to add an appointment or change something and it locks up again. I have checked microsofts site and tried the solution that they wanted me to and nothing seems to work. http://support.microsoft.com/kb/958443

I have also tried to uninstall and reinstall office on one system and it still gets that error.

Any help on this issue would be great! If needed I can provide more information.
