I managed to resize my forum bars to 80%. there is one left that I cant find out how to change can anyone help me?

You have two similar entries in globalTemplate:

<table width="80%" cellspacing="1" cellpadding="3" border="0">

The above has width set to 80%, but there is another one (right underneath), which is still set to 100%

You still have to adjust navstrip width, by adding:
width: 80%
in
#navstrip {
section of CSS

and a strip underneath, by adding same width: 80%
to
element.style {
section.
