Poor WiFi connection - any way to 'boost'?

I'm living in student accommodation (halls) and so have the usual poor internet system set up.
There are a number of routers available to connect to, none of which are ever more than 3/5 bars.
The connection we receive is also (dare I say) worse than broadband, in fact I think the internet
on my phone is faster, Is there anything I can do my end to improve this service?
