IE and Mozilla Can Not Connect

Hello, I have a Gateway M-Series Laptop with Vista Home Premium 64bit.

Problem: I am connected to my wireless network but my web browsers can't connect (Mozilla and IE). I let a guy borrow it and he brought it back like this. He said it froze, he cut it off and when it came back on, this is what happens.

What I have done to try and fix it. I ran AVG and Avira Antivirus, Temp Cleaner, Glary Registry (Which repaired 232 files), OLT with a custom scan and a malware detector.

I am 95% sure, this is a computer problem, not an internet problem. My other laptop works fine.

Any ideas on what I need to do?

Also, I have no restore points previous to the problem. I did but somehow they are gone.
