Error 2503 when installing/uninstalling anything

I can't uninstall or install any program as I get error code 2503 on all.
I've gone into the c:windows/something to change the permissions, however apparently I'm supposed to find "Everybody" and change that to full permissions. However there is no Everybody..just system and admin.
Thank you for any help you can provide.
